Job Description:

The Associate Director (AD), Public Policy and Government Affairs (PPGA) will assist in implementing Biogen's U.S. federal policy agenda. The AD will be responsible for developing and maintaining relationships with government officials, especially those from agencies within the U.S. Department of Health and Human Services (CMS, AHRQ, HRSA, CDC, NIH, etc.) and will represent company interests through these interactions. This position will be required to represent Biogen in internal and external forums, including formal and informal interactions with government officials, industry representatives, and other key external stakeholders (MedPAC, PCORI, IOM, etc.). She/he will work collaboratively across company business functions (i.e., U.S. Market Access/Reimbursement, Global Market Access, Health Economics, Medical Affairs, Business Development, Finance) to inform and also to ensure a comprehensive approach to policy development. The AD will assist in building company-wide support for PPGA objectives and educating internal customers on the value of effective government affairs and public policy activities.

Qualifications1. Influence and actively participate in the development of federal policies affecting Biogen's interests in order to provide a favorable business and reimbursement environment (i.e., Medicare and Medicaid coverage, coding, and payment, health economics, patient outcomes, unique issues affecting pipeline products, drug pricing reforms). Monitor and analyze the policy landscape to ensure that BIIB is aware and in front of emerging policy issues so that the company can take advantage of opportunities and mitigate threats impacting business decisions. Advance Biogen's commercial success by identifying and/or producing evidenced-based data to support the adoption of policies supporting the business or preventing the enactment of new laws and policies that would have a negative impact. Examples of specific issue areas include payment for biosimilars, reimbursement codes for pipeline products, Medicare proposed rules/regulations, 340B drug discount program, and the rapid and cost effective diagnosis and treatment of patients with Alzheimer's Disease. 2.
