The Affiliate Counsel supporting Biogen Japan is a strategic role, providing broad legal oversight, guidance and counseling to the management team of Biogen Japan, a fully-integrated, fast-growing bio-pharma company. This is a leadership role with high exposure on a country level as well as on Regional and Global levels. The successful candidate will work with the Affiliate to be a legal advisor and business partner to the Managing Director (MD) and the senior management team of the Affiliate. It requires a team-oriented, solutions-focused business partner who will work with a hands-on approach to legal issues. The role reports to the global Chief Commercial Counsel in Cambridge, Massachusetts, USA.

Principal Legal Responsibilities


- To be an active member of the Japan management committee. In this capacity the Affiliate Counsel is expected to attend and to actively contribute to discussions and decisions at all Management Committee meetings, providing prompt legal support to be a solid business partner, bringing good judgment and common sense and offering practical legal solutions to challenges facing the Affiliate.


- Support the Affiliate's business operations / internal departments on all legal matters, with excellent drafting and communication skills and experience of commercial contract negotiations, public procurement, competition law, data privacy, etc.


- Work closely with the Compliance function of the Affiliate to ensure proper policies and procedures are put in place to comply with laws, regulations, the JPMA Code of Practices and the Company's Code of Conduct.


- Work with Commercial, Market Access, Medical and Sales departments in developing strategic and tactical approach to launching new products and supporting marketed products.


- Actively engage in the review of commercial and medical materials, as well as non-promotional disease state/scientific materials.


- Effectively manage relationship and expense with external counsel. Ensure that the best lawyers are engaged for specific matters.


- Provide advice to research and clinical activities of the Affiliate directly in Japan as well as provide context on Japan-specific issues to global research and clinical teams.


- Act as representative in the legal group of the local industry association, ensuring legal training and education is given to all employees (e.g. FCPA, internal business conduct policies and rules) escalation of issues to the Chief Commercial Counsel.


- And other job duties that may be assigned. May be modified at any time as business needs require.

Job Requirements:

QualificationsMinimum of 10 years working in legal department (in-house or law firm). Five to ten years in the life sciences industry is optimal. International experience is ideal.
- Fluency in English
- Ability to influence others to drive action and unlock problems, without creating disruption and while defending recommendations throughout the company.
- Effective communication and presentation skills directed to sophisticated and front-line junior audiences, including the ability to synthetize complex information into executive messages.
- Ability to integrate partial information from different sources and make sound judgment even with ambiguity.

- Work effectively to design and draft policies, management documents, presentations, control databases, key performance indicators, and dashboards.
- Able to work independently and to prioritize multiple demands.
